The Head of Communities will be a key member of the Leadership Team at HACT, driving the delivery and development of HACT's communities activity and services to maintain its position as an innovative and ideas-rich organisation in this field.

In particular, the Head of Communities will design, develop and deliver community investment and related activity for and with housing providers. This includes driving forward the Centre for Excellence in Community Investment (‘The Centre’), a three-year UK-wide initiative to champion and celebrate the importance and impact of community investment.  Community investment activities in the social housing sector can include community development. tenancy sustainment, resident involvement, customer insight, regeneration and neighbourhood management.

The role will focus on three main areas of work.

  • Leading the delivery and ongoing development of the work programme of the Centre for Excellence in Community Investment.
  • Designing and delivering consultancy, products, training and events that supports housing associations in their delivery of community investment and engagement.
  • Provide a national platform for innovation by housing associations in community based activity that also connects innovations in the broader civic society space to improve outcomes for tenants and communities.

Working at the cutting edge of community investment and innovation within social housing, the successful candidate will possess skills that blend business development, project management and delivery, customer relationship management, consultancy, training, partnership building, sales and marketing. 



Lead on the design, development and delivery of HACT’s communities services, including the Centre for Excellence in Community Investment.

Identify business opportunities to generate new and sustainable sources of funding and contribute to the successful development and delivery of HACT’s and The Centre’s business plan.

Deliver a comprehensive and integrated approach to community investment, recognising the relationship of communities work to a range of other business activities and services and, therefore, also to other HACT projects and products.

Prepare bespoke proposals to work with housing providers (individually or in groups) to meet their needs in communities and related activity.

Design and deliver consultancy, collaborative user sessions, and workshops to housing providers and other clients.

Produce regular briefings, blogs, think-pieces and other forms of communication and information on communities and related areas to be published by HACT and The Centre.

Liaise with housing providers interested in HACT’s and The Centre’s offers on community investment and innovation.

Build and manage relationships with partners, potential partners and other stakeholders, such as funders, sponsors, sector umbrella bodies, the third sector and government bodies.

Identify new key delivery partners, supporting their delivery, information flows, engagement with customers and team inputs.

Arrange and co-ordinate communities events including launches, conferences, workshops and other sessions, through The Centre.

Ensure learning is captured from the delivery of work and that this feeds back into policy and practice to support continuous improvement.

Stay abreast of social housing sector issues and discussions and feed these into HACT and The Centre’s work.

Represent HACT’s and The Centre’s work more broadly, building sector-wide understanding and use of HACT’s products, services and projects at major housing conferences and other events.


Person specification

The post holder will need most or all of the following:

  • At least two years of experience working in civic innovation and/or related areas ideally within a consultancy/public policy/services environment.
  • Good knowledge of the community investment context, issues and challenges in housing with the ability to turn this into consultancy, training and research products.
  • Demonstrable track record in designing and delivering successful project proposals.
  • Ability to work autonomously to drive programmes of work.
  • Significant experience managing partner relationships.
  • Experience in developing and managing projects with multiple delivery partners and stakeholders.
  • Evidenced workshop facilitation and engagement skills.
  • Experience in developing and delivering training and/or consultancy.
  • Ability to engage, communicate and build relationships with a wide range of stakeholders, including at very senior levels in clients’ organisations.
  • Strong interpersonal and wider relationship management skills, with a clear understanding of the challenges of building and retaining a portfolio of project funders.
  • Good financial skills – experience of financial projections, budget setting, and budget management.
  • An enthusiasm to work at the cutting edge of new thinking and the ability to be flexible, adaptable and to thrive on the challenge of working in a continually developing area.
  • Innovation and drive – able to spot, create and successfully develop projects that respond to emerging opportunities and build the partnerships and funding necessary to deliver them.
  • Excellent communication skills, including writing and presenting, with a range of audiences
  • Excellent time management skills.
  • Entrepreneurial and a fast learner.
  • Experienced in using new media as a vehicle for building awareness and generating engagement.
  • Confident with Microsoft Office.
  • Able to travel around the UK.
